Services and Functions

The Office of Planning and Budget provides the following services to the University community; please contact our office if you need assistance.

Consulting Services
The Office of Planning and Budget assists divisions, colleges, departments and centers of the University in analyzing internal and external financial and organization data.

Structuring, Evaluating, and Establishing Budgets
The Office of Planning and Budget works with divisions, colleges, departments and centers of the University in creating newly approved operating and capital budgets. In addition, staff members evaluate and recommend adjustments to existing budgets to promote cost control and fiscal responsibility.

Budget vs. Actual Variance Analysis
The Office of Planning and Budget develops internal reports and analysis which evaluate the budgeted verses actual performance of revenue and expenses. Staff members identify multi-year trends and make recommendations to improve the accuracy of future budgets.

Multi-Year Financial Planning
The Office of Planning and Budget has multi-year historical financial and organizational data to assist divisions, colleges, and departments of the University in developing multi-year operating plans. In addition, staff members use this data to forecast multi-year operating results.

Capital Planning
Duquesne University is continuously renovating and enhancing its existing facilities as well as acquiring and constructing new facilities. The Office of Planning and Budget assists in the compilation of identified capital needs and assists in the development of long-term funding plans. In addition, staff members are responsible for developing internal budget reports that assist project managers with on-going monitoring and cost control.

Debt Issuance
Periodically the University may use debt financing to fund various University capital projects. The Office of Planning and Budget is responsible for coordinating this financing by working with investment bankers, attorneys, rating agencies, trustees, and other constituents in the structuring and issuance of tax-exempt and taxable bonds.
